MEDQAH – a Mediterranean project for Quality Assurance Harmonization in Testing Measurements and Analytical Laboratories via Information Technology.

Partner countries are Algeria, Cyprus, Egypt, Greece, Israel, Italy, Jordan, Lebanon, Malta, Morocco, Palestine Authority, Portugal, Spain, Syria, Tunisia, and United Kingdom.

3. Summary

The construction of a dynamic web-site on the World Wide Web for presenting on separate web-pages: a database of national directives and legislations regarding laboratory quality assurance; step-by-step programmed and harmonized training courses and procedures; the exchange of information, experience and results by means of networked audio, e-mail and e-chat conferences with the aim of smoothing out Mediterranean regional differences in the quality assurance procedures adopted by laboratories; the formulation of a harmonised directive for adoption in Mediterranean countries concerning laboratory quality assurance; the identification of resources for international and national directives and legislations currently in operation in European, Mediterranean and other countries.

We have already established verbal agreements with about 8 Med countries, but the participation of your country in our project would be most welcome.

A profile of a possible participant would be a professional executive from one of your centres of excellence in academia, standards, etc.

PROJET BICEM

(Bureau d’Initiatives et de Coopération Euro-Méditerranéennes)

Objectif :

Le BICEM vise à créer un réseau d’entreprises Euro-méditerranéennes (via les chambres de commerce, les fédérations industrielles et les universités) grâce aux technologies du multimédia et de l’internet haut débit, afin d’intensifier le business to business sur le pourtour méditerranéen.

Description :

Le BICEM est un portail informatique qui regroupe les services suivants :

- Accès aux informations officielles de l’Union Européenne sur la normalisation des produits et  procédés (normes européennes, marquage CE)

- Aider les PME / PMI à commercialiser en Europe et en Méditerranée de leurs produits une fois homologués et accrédités, grâce au réseau d’experts dans les domaines de la mécanique, l’agroalimentaire, l’énergie, principalement.

- Donner un label ‘ BICEM ‘ à tout membre du portail

- Accès à une zone de commerce électronique entre les membres du portail.

- La formation et l’enseignement à distance sur des thèmes et outils de croissance industrielle.

- Développer des modules de maintenance et Service Après Vente en ligne

1. Context

 

The universe of small and medium-sized south - Mediterranean companies and industries undergo a profound upsetting : markets opening, increasing obsolescence of technologies, necessity of defining new markets. The south - Mediterranean companies are suddenly propelled in a fully competitive environment where competition is more and more strong and where ability to react becomes essential. Therefore new management techniques integrating Information Technologies are needed.

2. Project Objectives

2.1. To identify " best practices " in European and American (Quebec) Small and  Medium-sized companies in the field of technological innovation management = qualitative approach;

2.2. To make an analysis of the " technological innovation " problematic in small and medium-sized companies / small industries of the south - Mediterranean countries = quantitative approach;

2.3. To help appropriating " best practices " in local small and medium-sized companies by creating a "Technological Innovation Observatory", members of which will be connected with a network of excellence based on internet.

3. Methodology

From a methodological point of view, the research project will resort to three complementary approaches.

First approach consists of detailed interviews of managers of successful European or American (Quebec) small and medium-sized companies / small industries. We shall elaborate a qualitative questionnaire by which we shall invite the managers to present their company, the way they manage technological innovation in their company and factors playing a key role in their company success. Due to their experience and  knowledge of the organizational environment which they are inserted into, they will estimate their company strengths and weaknesses. The various collected testimonies will help us identifying some  performance keys that managers are considerating as critical success factors for an efficient company management.

Second approach will take the shape of a quantitative inquiry in order to make an inventory of management strengths and weaknesses within local companies. The quantitative questionnaire will approach all the company functions concerned by the technological innovation: strategy, sales, finances, production management and human resources management.

Sectors concerned by the research project are:

-textile(textile industry)

-agriculture and food industry

-fish industry

The results of the quantitative study will be analyzed by country, sector, company  function, confronted to the various performance keys revealed by the qualitative inquiry.

Third approach concerns the identification of relevant performance indicators  and the creation of a diagnosis and benchmarking tool for the follow-up of local companies in the field of technological innovation management.

4. Deliverables

Creation of a network of excellence in the field of technological innovation for small and medium-sized south-Mediterranean companies/ small industries. This network will be set up as an "Observatory" which local managers will use by means of an extranet for access to :

A) An up to date database about the local companies health of by country, sector and company function;

B) A diagnosis toolwhich will allow them:

-To compare their company results with those of similar companies;

-To identify their strengths and weaknesses and if necessary, to take corrective  measures;

-To see their company evolution and to plan the future;

-To identify the companies which would need advices and external assistance;

-To supply faithful statistics on the state of  local small and medium-sized  companies / small industries to favor the development of tools and relevant local programs of economic development.

EL-BAB : Euro-Arab Portal

OBJECTIVES

We are going to create a quadrilingual portal (Arabic, English, French and Spanish) dedicated to the European and Arab SMEs exporters (Business-to-Business or B2B). We will implement several tools/ applications: Search engine, classified ads/ call for tenders, Electronic Catalogues, Service of translation/ localisation. Some tools of profiling and of push will be used in order to inform the SMEs in real time of some business opportunities which may interest them. This project proposes to bring a collective answer to the needs of the SME: benefiting from the globalisation of the markets and from the emergence of the new technologies of communication and of merchandising in order to capture new market shares. It is a project of balanced partnership between the northern Mediterranean (European Union), the southern (Arabic countries), and some intermediate countries (Malta and Cyprus).

The EL-BAB site addresses : 

the European SMEs who want to acquire new international market shares in general and in the Arabic countries in particular,

the Arabic SMEs who want to acquire new international market shares in general and in European countries in particular.

the partners of the SMEs: Chambers of commerce interested in euro-Arabic exchanges, organizations having the objective of informing the European  and Arabic SMEs about the range of apparatuses of European and Arabic support for exporters and who want to cause some collective actions.

the public and private Arabic organisations searching for commercial and technological partners in Europe.

2- Features Of the PROJECT

The project is specific to a cultural and geographical space (Mediterranean), and will be oriented toward the activity of export, of partnership and of subcontracting of SMEs of all the adjacent countries of this region. We will implement solutions specially adapted to this region, characterized on one hand by the diversity of the cultures, and on the other hand by the shared interests and by a multi secular history of commercial shared practices . In order to attract a maximum of customers, we will implement the first Euro-Arabic search engine on the Web. The Engine will index all the sites of the Mediterranean SMEs subscribing to the portal, whatever the language of their site (among the four languages). On a further step, we will spread the linguistic coverage to many other Mediterranean languages: Greek, Hebrew, Italian, Maltese, Portuguese, Turkish, etc.

ACTIONS to REALISE And MEANS IMPLEMENTED  

Development of the application "quadrilingual search engine" . The user will be able to make some searches in Arabic, in English, in Spanish and in French, whatever the language of the reply documents.

Development of the application " classified ads/ calls for tenders": client registration forms, form for the ad, possible translations, indexing, filtering and broadcast by e-mail to the declared recipients, etc.

Development of the application " electronic catalogue."

Development of a service of localisation/translation from one of the languages toward the others.

Construction of databases of European companies exporting to the Arabic World, and of Arabic companies exporting to Europe (as well as from EU to EU and from Arab World to Arab Word).

Adaptation of existing data processing and linguistic tools to the environment of utilization.

Implementation of tools destined to European and Arabic SMEs: e-mail, forum, etc.

Realization of a site limited to the partners, to their domains of activity and to their products.

Promotion and marketing.

Search for new partners in Europe and in the Arabic countries (European and Arabic SMEs, chambers of commerce, public and private European and Arabic organisations , suppliers of content, recoveries of Arabic calls for proposals; affiliations , etc.).

Network for the Promotion of Innovation in Design

Abstract:

Aim: To facilitate innovation in product and process in SMEs.

Several sub-objectives are approached:

To allow SMEs the access to new technologies and innovations to incorporate to their current products and related manufacturing processes. In that way, innovation can be fostered up to a very high degree.

To shorten the first stage of design, which is the development of innovative ideas focused on the market. The objective is to shorten the time to market in industries where innovative products must reach the market quickly.

To ensure that time is not wasted on ideas which are not viable, and that efforts are focused on commercially viable ideas. It is intended to support the development of innovative ideas, by providing a structure for the production and development of ideas. This will improve the take-up and efficiency of ideas.

To empower SMEs in the everyday use of modern internet/intranet technologies. Internet capacities are starting to be now and for sure will be in the next future the basis for any effort in the search of new technologies, innovation patterns and any problem solving approach that would be needed in dealing with product and processes.

How: the project will make use of methodologies for strategic innovations, and for inventive idea development to develop a guidance methodology for SMEs to structure the idea development process and orient it towards the development of viable and innovative ideas. An internet/intranet based platform will be developed with the aim of:

To concentrate the effort of RTD people in SMEs, client companies and providers

To allow designers to search for innovative solutions and new technologies focussing on their real design needs.

To guide the development process and conduct the use of methodologies.

These methodologies exist separately, and are oriented towards highly skilled scientists from large companies. This project will integrate these methodologies into one, easy and practical methodology for SMEs.

Promouvoir le télétravail dans les EMC donc contribuer à l’émergence de la société d’information par le développement du réseau international d’information en se basant sur l’internet et le web. Et l’accessibilité à ce dernier est facilité aux différents utilisateurs des différents pays.

Le projet établira un réseau de serveurs web et des centres d’information  MEDISAT dans les pays méditerranéens, ce qui apportera une autre vue sur la performance et les tendances de R&D et de l’industrie dans le développent des pays.

Les centres d’information devront aussi performer le travail de consultation, dans ce domaine, pour les abonnés futur. Pour cet effet, des bases de données et un système de navigation sur internet « MEDISAT navigator devront être développes dans le cadre de ce projet.

Creating a Data Base Unit for Financial and Economic Information for research Purposes

 

Today, database has a great role in the economic and financial fields especially for research purposes.  But in order to avoid the duplication between information sources there is a need for reclassification and restructuring the data so as to use it directly in research and  to facilitate an easy access to it  by researchers.  This project undertakes the aim to solve such a problem.

Project Objectives:

Compiling a bibliography of the Jordanian institutions which are working in the field of economic and financial publications.

Reviewing, selecting, and rearranging the data according to a system of classification in a manner suitable for ready-to-use information by researchers, taking 1970 as a base for data series.

Project Components:

The need to have a database laboratory equipped with 5 PCs and an access to the Internet.

One Operator to enter,  process, and retrieve the data.

Three research assistants in charge of getting the data, reclassifying, and sorting it.

Make the information available to researchers, research institutes, and the public at large through a web-site

Establishment of an Electronic Information Network on Environmentally-Friendly Technologies Applied to Phosphate, Potash, Fertilizers and Chemicals Production

 

Project Objective:

The project aims at the establishment of an electronic information network, at the University of Jordan, with the purpose of facilitating the process of channeling and exchange of useful information on the most environmentally-safe and viable techniques and technologies, to be used in the benificiation and processing of phosphate and potash minerals.

  Moreover, the network is to further the exchange of technologies to be used in the production of environmentally friendly and high quality phosphate- and potash- based fertilizers and chemicals. The intent is to make the information available online through this network, which will be located at the premises of the « Jordan Phosphate and Potash Research Institute », a non-profit institute at the University of Jordan.

            The cooperation of two entities from the European Union Member States, plus other Mediterranean partners willing to participate, is sought.

IT tools for Environmental Management

 

 The project concept is to create a on line educational/ business tool to train/ support the preparation of an ISO 14000 (Environmental Management) application file.
The technologies/ research areas required/ involved would include
1. A web server to publish the activity
2. A directory server to put yellow page information related to best cases-practices; all applications completed with the aid of our tool would be immediately part of the directory/ yellow page service
3. Some kind of document management system to support the process of completing the required documents
4. An applicaiton server to enale intelligent processing of the required documents
5. Some kind (optional) of on line collaboration whereby we coud offer consulting services to anyone requiring them to pursue the completion of the task

Academic/ business entities located in the SE Mediterranean region and interested in the concept.
